Pennsylvania Insurance Continuing Education Requirements

Required Continuing Education Hours
Life and Health Producers
24 CE hours are required every 2-year license term. (See “License Term” below)
Producers planning to sell the following product(s) have special training or education requirements as described below:
Special Training/Education Requirements
Long-Term Care (LTC) Insurance
Long-Term Care training requirement: Before selling, soliciting, or negotiating LTC insurance products in Pennsylvania, producers must complete a state-authored one-hour LTC training course. (Go to the course catalog to order WebCE’s Pennsylvania Medicaid Long Term Care Services, which fulfills this requirement.)
Property and Casualty Producers
24 CE hours are required every 2-year license term. (See “License Term” below)

Special Training/Education Requirements
Flood Insurance
Before selling flood insurance, licensees must complete a one-time, 3-hour training class on flood insurance and the National Flood Insurance Program. (Go to the course catalog to order WebCE’s National Flood Insurance Program: What You Must Know, which fulfills this requirement.)
Title Agents
24 CE hours are required every 2-year license term. (See “License Term” below)
License Term
The license term is every 2 years ending on the last day of your birth month. CE requirements must be met on or before the expiration date on your current license.

Credit will not be given to a student who has passed the state exam but has not yet received a license number.
CE Subject Requirements
- Category restrictions: Any course approved for CE in Pennsylvania may be taken for credit. Credit will not be given to a student who has passed the state exam but has not yet received a license number.
- Course presentation: Producers can take courses through self-study, including Internet, computer-based, and paper courses.
- Study requirements: Students must read the course material prior to taking a closed-book, proctored final exam.
Final Exam Requirements
- Exam proctor requirements: Self-study final exams are required to be proctored by a disinterested third party, someone other than a supervisor or relative.
- Exam rules: Self-study final exams are closed book. Producers may not refer to the course material while the exam is in progress. The final exam must be passed with a score of 70 percent or higher to receive credit. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.
CE Carryover Allowance
A maximum of 24 excess CE credit hours may be carried over to the next 2-year license term.
Course Repetition Rules
Courses may not be repeated more than once in a 2-year license term.
Certificate of Completion
MyCEonline and WebCE provide online, printable certificates of completion in Pennsylvania. Certificates of completion are available to print online immediately after the final exam is passed. The producer must keep a copy of each certificate of completion in his or her files.

Nonresident CE Requirements
Nonresident producers planning to sell the following product(s) have special training or education requirements as described below:
Long-Term Care (LTC) Insurance
Long-Term Care training requirement: Before selling, soliciting, or negotiating LTC insurance products in Pennsylvania, producers must complete a state-authored one-hour LTC training course. (Go to the course catalog to order WebCE’s Pennsylvania Medicaid Long Term Care Services, which fulfills this requirement.)
CE Exemptions
The following licensees are exempt from CE requirements:
- Producers licensed prior to January 1, 1971, who have been continuously licensed without adding additional lines of authority
- Producers whose only line of authority is a limited line
- Public adjusters
- Surplus Lines licensees
- Nonresident insurance producers excluding Title producers
Individuals exempted by the commissioner due to hardship or good cause such as disability or a medical condition - Individuals who first obtained licenses without examination under Section 609(c) of the Fraternal Benefit Societies Code and whose appointments are limited to fraternal benefit societies
